In The Outer Worlds, the skill fans most often call "Bargaining" is officially named **Persuasion**. It is one of the ten core attributes you invest in at each level-up, and it governs every social interaction in the game: dialogue checks, haggling with merchants, unlocking hidden conversation options, and talking your way past situations that a gun or a lockpick might otherwise solve. Whether you're sweet-talking a Halcyon vendor into dropping the price on a plasma rifle or convincing a hostile NPC to stand down, Persuasion is the mechanical backbone of the game's social layer.
Because The Outer Worlds is a role-playing game at heart, Persuasion is not a damage stat or a passive buff in the traditional sense. Lore & Background
The Halcyon is a space-station colony built on the back of a single corporation, and in that economy every transaction is a negotiation. Merchants set prices with a smug margin of profit, guards size up strangers before they size up their guns, and the colony's few independent operators survive on charm as much as on cargo. Persuasion, as a mechanical skill, mirrors that reality: the game's world is full of people who will listen if you give them a reason to, and the skill tree rewards players who invest in that social capital.
Obsidian designed Persuasion not as a flat "talk check" but as a gatekeeper for content. At low levels you see the same dialogue options as anyone else; at higher levels, entirely new lines appear—sometimes offering a third path between "fight" and "run." This means a maxed Persuasion character literally experiences a different conversation than a level-1 character, which is a small but meaningful nod to the deep branching dialogue that defined Obsidian's earlier titles.
The skill also feeds into the game's economic loop. Haggling is not a single roll; it is a repeated choice where Persuasion determines how much the price can drop and whether the vendor even entertains the negotiation. Reader's Guide
Persuasion is a single-column skill tree with five levels, each granting one talent. Because The Outer Worlds does not have a traditional multi-branch skill tree, the progression is linear: you invest points to raise the base stat, and each level-up unlocks the next talent.
Level 1–2 talents focus on the core loop: unlocking the first tier of "extra" dialogue options that appear above the standard choices in conversations. These are the lines that let you redirect a quest, avoid a fight, or get a small discount. If you are playing a social build, these two early talents are the foundation—without them, many quest branches simply are not visible to you.
Level 3–4 talents deepen the haggling mechanic and add situational dialogue. You begin to see options that let you bluff, appeal to a character's personal motivation, or talk down an NPC's hostility in specific encounter scripts. For players tackling the Halcyon's faction conflicts without committing to one side, these mid-level talents are often the difference between a peaceful resolution and a forced combat encounter.
Level 5 is the capstone. It unlocks the highest-tier dialogue lines across the game, including several quest-critical options where the only non-combat solution requires a maxed Persuasion check. If a quest description hints at a "diplomatic" ending, you will almost certainly need this final talent.
Build synergy: Persuasion pairs naturally with Awareness (for spotting social tells and hidden dialogue cues) and can complement a light Brawl or Guns loadout for the rare encounters where words fail. A pure Persuasion + Awareness + Hacking build is a viable "no-kill" approach to most of the Halcyon's content, though a handful of scripted encounters still require combat regardless of social skill.
