Rhetoric is one of the seven core skills in The Outer Worlds, governing a character's capacity to persuade, intimidate, and verbally dismantle opponents without ever raising a weapon. Available from the moment you shape your crewmate aboard the Halcyon, it represents the game's 'talker' playstyle: the idea that a well-timed sentence can be more devastating than a plasma round.

Mechanically, Rhetoric opens dialogue branches that simply don't exist for characters with lower scores, and its talent tree unlocks active abilities like talking enemies down mid-combat. It pairs naturally with Empathy for maximum social flexibility, or with Strength for a 'big voice' build where you threaten your way through the colony.

Early-tier talents like Silver Tongue unlock persuasion dialogue lines, letting you convince NPCs to cooperate, share information, or stand down without a fight. Intimidate, a mid-tier talent, adds a parallel track of threat-based dialogue—you don't persuade them, you make them comply out of fear. Both expand your options in nearly every major conversation on Halcyon.

The standout talent is Verbal Takedown, which lets you talk enemies down during active combat. Instead of trading bullets, you initiate a verbal exchange; succeed, and the target drops their weapon and disengages. This is essential for stealth-leaning runs and for quest moments where killing a specific NPC would lock you out of a faction path or a critical item. It also pairs beautifully with a high Strength score, since your 'voice' carries more weight.
